The EFA requires academy trusts to take full control of their financial affairs with an explicit requirement for trustees and managers to have the skills, knowledge and experience to run the trust. Academy trusts are independent charitable companies as well as central government public sector bodies. While academies are responsible for their own financial management, they are subject to public standards of accountability. The DfE, rather than the Charity Commission, is the principal regulator of academies and is responsible for overseeing their compliance with the financial accountability framework and charity law.
